ITIL v3 - Officially launched in the UK, June 6th 2007
A decision was made in 2005 to refresh the current version of ITIL® (the IT Infrastructure Library). After a wide consultation process the messages that came across were that there was plenty of things right with ITIL but that there were some areas where it could be improved on. The big difference in the overall design has been the move from a process based structure to a service lifecycle structure. The first draft of the 5 core books in the lifecycle was produced and internal QA completed by the ITIL Advisory Group. The publications were also passed to a selected international QA panel for wider review went through final editing with the authors prior to publication. The publication date was set as May 30th 2007 and the scheme formally launched on June 6th 2007

New book format - a lifecycle approach
The first book in the lifecycle is the Service Strategy which looks at the overall business aims and expectations ensuring the IT strategy maps onto these. The second book is Service Design which starts with a set of new or changed business requirements and ends with the development of a solution designed to meet the documented needs of the business.
The next book is Service Transition which is concerned with managing change, risk & quality assurance and has an objective to implement service designs so that service operations can manage the services and infrastructure in a controlled manner.
The fourth book in the lifecycle is Service Operation which is concerned with business as usual activities.
The final book is Continual Service Improvement which has an overall view of all the other elements and looks for ways that the overall process and service provision can be improved.
Benefits of the new format
The new approach changes the relationship between IT and business whereas before, ITIL worked to align service management with business strategy, V3 integrates into a single ecosystem. Other developments include new IT strategies, for outsourcing and co-sourcing, for example; new concepts such as a new Service Management Knowledge base that helps transform captured information into organisational intelligence; new processes such as request fulfillment; process expansion, such as event management; new practice areas and organisational structures; and new methods of delivering ITIL.
The model contains the processes needed to manage services within the lifecycle structure. The core practices of Service Management life stages are then supported by more detailed complementary content specific to industry, stakeholder and practice topics. This makes the library more practical, easier to use and provides guidance specific to various stakeholder viewpoints to help gain further traction in ITSM.
The APM Group 
As well as the rewrite of ITIL, OGC also put out to tender the publication and examination rights for ITIL. TSO won the bid for publication rights and The APM Group Limited won the bid to take over as the official ITIL accreditation body.
Following their appointment of Sharon Taylor as Chief Examiner for the ITIL v3 examinations, APMG announced the formation of its international examination panel, which included Wardown Consulting Ltd’s Rosemary Gurney.
Rosemary is an experienced senior professional with over 18 years management and commercial experience in both the public and private sectors. She is an accredited ISEB/EXIN Service Management trainer whose company currently provides ISEB accredited IT Service Management training along with consultancy and ITSM business simulation training
Rosemary has gained a reputation as an exceptionally successful and sought after lecturer whose work has taken her to many clients and locations in the UK, Europe and the Middle East.
She is the Chairman of the itSMF UK Qualifications & Certifications committee and is a Senior Examiner for both the APM Groups V2 and V3 examination boards.
ITIL V3 Qualifications Statement

The International Examination Panel, under the leadership of Sharon Taylor, has proposed a three level structure for qualifications. The three levels are:

  • Basic Level - equating to V2 Foundation
  • Management and Capability Level - replacing the V2 Practitioner and Manager
  • Advanced Level.

The levels are built around the Blooms Taxonomy of learning with the Basic Level assessing an individual's knowledge and comprehension, the Management Level assessing comprehension and application and the Advanced Level assessing application and analysis.

APM Group have already started offering ITIL based examinations (based on the current structure) and are currently working to define the structure and syllabus for the future.
Recently APMG reached an agreement with ISEB and EXIN, the existing ITIL examination institutes. The agreement means candidates taking ITIL examinations will have maximum access to the quality training and assessment they require in order to gain certified ITIL qualifications.
This news is welcome for the industry as a whole as it provides for both continuity and clarity going forward. Wardown Consulting Ltd has a long relationship with ISEB and EXIN and plans to continue working with both of them as well as gaining accreditation with APMG. This will give our customers full flexibility in choosing the solution that is right for them.
